论新型农村合作医疗制度的缺陷及匡正

The Defects in the New Rural Cooperative Medical System and Their Amendments

新型农村合作医疗(简称新农会)制度的试点与推广,虽然有效缓解了农民因病致贫、因病返贫的状况。但是,以自愿参加和政府参与下的多方出资为特色的新农合制度本身就有着公平与效率的内在矛盾,影响并制约着其制度的完善和功能的发挥。从对新农合制度缺陷的分析入手,提出了新农合制度的改进与完善的思路。

The new rural cooperative medical system is being implemented after the trial. Rural residences participate in the programme. In addition, the governments pump money into the system. It effectively relieves farmers from the difficulty that being sick makes them poor or that being sick makes them poor again. Nevertheless, there is an inherent contradiction between fairness and efficiency in the system.It restricts the system to being improved and functioning well. The paper starts from analyzing the defects in the system and presents the ideas about how to improve it.
