公民的政治参与水平是衡量一个国家民主政治建设成效的直接且显著的标志。在中国这样一个农业人口占绝大多数的国家,农民问题始终是我国革命和建设的主要问题。农民的积极政治参与在政治文明建设中具有极其重要的功能和价值,是我国民主政治建设的重要目标和方向。培育农民的主体意识、发挥非政府组织的作用是实现农民有序政治参与的重要途径。

Citizen＇s political participation level was the direct and obvious criteria for judging the democratic political construction result of a nation.Agricultural population occupied the overwhelming majority population of the country in a country like China.The peasant problem was always the subject matter of China＇s revolution and construction.Positive political participation of farmers in the construction of political civilization had important function and value,which was the important target and the direction of China＇s democratic construction.Cultivating the farmer＇s subjective consciousness and playing non-governmental organization role were the important ways to realize the farmer＇s politics participation orderly.
