In institutions of higher learning, members of the Communist Youth League make up the majority of the student population. Because of the high proportion and mobility of the members, traditional method of management could not gather information about them and about changes in their ideas. In addition, work done with such methods is low in efficiency with a high rate of mistakes and the level of information sharing is low. To use electronic and computer technology to deal with these situations is a necessary tendency. The application of electronic technology to the work of the Communist Youth League can raise the working efficiency, put the role of the Youth League into full play, lower the working cost and realize an effective management of the Communist Youth League members among the students.
