中国水安全问题及其策略研究

Study on Water Security Problem and Strategy in China

第四届世界水论坛提出了"从展望到行动"的主题,水安全问题已成为国内外广泛关注和研究的热点。通过对水安全概念演进的分析,给出了水安全概念新见解:认为水安全是一个"旧的平衡解体、新的平衡建立"交替作用的动态过程。其内容包括:水资源安全、水生态环境安全、水质安全、水量安全和水灾害安全等。在分析中国水安全存在问题及其表现形式以及研究进展的基础上,提出了确保我国社会经济可持续发展的9条水安全策略。

Fourth World Water Forum presented theme of ＂From Vision to Action＂. Water security issue has drawn a great attention at home and abroad and become a focus of research. Analysis on the evolution of the concept of water security give a new opinion of water security concept that the water security is a dynamic process of alternating action, ＂the old balance disintegration and the new balance establishment＂. Its contents include water resource security, water ecological environment security, water quality security, water yield security and water disaster security. On the basis of the analysis on the water security problems, form and research in China, nine water security strategies that support the sustainable social and economic development of China are put forward.
