On value of community policing openness

在以信息发达为标志的当今社会,人民群众对警务活动认同、信任的一个基本条件就是警务活动的公开。警务公开就是使权力在阳光下运作,以彰显正义、公正。警务公开的价值,首先反映的是公安机关及其工作人员与社会大众和权利人的关系,这也是树立公安机关文明执法形象,有效监督和保障权利人合法权益的有效途径。

Community policing is the basis of social stability and harmony. It is key emphasis in the work to make harmonious relationship between the police and people, to win the confidence of the people, to gain understanding and support from the people and to establish image of police. However there is certain distance from the policing to the people. How to open the policing and how to evaluate the value of it have become a widely discussed topic. Po- licing openness notifies the duty, work and operation process of public security organs and relevant information to society, community and oblige in various forms. Policing openness is the representation of legal civilization.
