当前公安执法存在的问题、原因及其对策——以执法质量考评为视角

当前公安执法仍存在刑讯逼供、徇私枉法、执法为钱、打击不力、量处不公、程序违法和管理缺位等一些突出问题。其主要原因是民警执法的指导思想、价值取向有偏差,执法理念落后,素质不适应,工作责任心不强,同时受执法的外部环境和条件制约。改进公安执法,应着力端正执法思想、树立先进理念,强化法律培训、提高民警素质,加强监督管理、完善执法考评,优化执法环境,加强队伍建设。

There are some problems in the public security law enforcement, for example torture, bending law for selfish ends, law enforcement for money, the unfair disposal, procedural illegality and management vacancy. The main reasons are the deviation of the guiding thoughts and value orientation in law enforcement, the backwardness of the law enforcement idea, the lack of the resposibility, the effects of the environment. The improvement of the public security law enforcement needs rectifying the law enforcement thoughts, setting up the advanced idea, strengthening the trainning, improving the police qualities, strengthening supervision, optimizing the law enforcement environment and strengthening the construction.
