加大财政扶持力度 促进农民工返乡创业

Facilitating Peasant Laborers Returning to Hometown to Start a Business by Increasing the Finance Supporting Force

农民工返乡创业为解决"三农"和失业等经济社会问题,促进内陆县域(农村)经济发展,贯彻落实科学发展观走出了一条新路。但是,由于当前国家财政扶持力度不够等原因,农民工返乡创业比较优势不明显,在取得了一定成绩的同时,也面临着重重困难。文章在调查研究的基础上,分析了农民工返乡创业的意义、比较优势的不足和财政扶持农民工返乡创业的理论依据,提出了要加大财政扶持力度来引导和扶助农民工返乡创业的政策建议。

Peasant laborers returning to hometown to start a business creates a new way to solve the problems of agriculture, peasants, rural area＇sdevelopment and it is a good way to practice the scientific concept of development. However, its comparative advantage was not obvious because of the insufficiency of finance support. In the way of practice, there are many difficulties as well as achievements. Based on an investigation on the main situations in Hunan Province,this paper analyses the important meaning, deficient comparative advantages and the theories behind. Then the Policy suggestions of increasing the finance supporting force to promote the comparative advantages to guide and help peasant laborers to return to hometown to start a business have been provided.
