摘要
"三农"问题的核心问题是农民问题,尤其是农民收入问题。当代经济、社会发展的实际状况以及人力资本和经济增长理论的研究都表明,人力资本投资与经济发展和社会进步存在着紧密的联系。大力发展技能经济、提高中国农村人力资本投资特别是技能资本的投资是实现中国农民收入持续快速增长的根本途径,是建设社会主义新农村的关键所在。
The core of ＂Three Agricultural Problems ＂ is the farmer problems, particularly farmers＇ income problems. The situation of contemporary economy and social development as well as the research on human capital investment and the theory of economic growth proves that the human capital investment has a close relation to the economic development and the social progress. To enhance skill economy, increasing human capital input specially the human capital investment for Chinese countryside is not only the essential way to realize sustainable and swift growth of farmers＇ income, but also the key way to build new socialist countryside.
