根据《立法法》和《地方组织法》的规定,经国务院批准的较大的市拥有地方立法权。文章针对较大的市及其地方立法权存在争议进行分析,认为较大的市立法权的利弊已成为其发展模式选择的依据。因此,如何完善(或者废止)较大的市的立法权,仍是一个紧迫而重要的课题。

According to the Legislation Law and the Local Law, the larger cities approved by the center government have the local legislation. In the view of the controversy about the larger cities and their legislative power. especially its advantages and disadvantages becomes reference to its model. However,how to perfect or abolish larger cities＇ legislative power is still a urgent and important problem.
