国有土地有偿使用制度推行以来,由于国家相关配套管理措施没有完全到位,使得集体建设用地流转中出现了诸多问题,对国家和集体的利益造成了伤害。如何使集体建设用地使用权的交易行为走上依法、规范、健康发展的轨道成为了一个迫切需要解决的问题,文章在改进和完善集体建设用地使用权的流转机制方面提出一些构想,以期为解决问题提供借鉴。

Since the system of charging the State-owned terror for construction began, there have been many problems circulating the using right of collective-owned terra because of the lack management, which hurt the interest of State and collectivity. There are many plans solving the problems above are proposed to offer the reference.
