Solutions and Difficulties in the Implementation of Agricultural Mechanization Promotion Act

《中华人民共和国农业机械化促进法》施行中出现了一些难点和阻力,主要表现在农机科研推广、农机管理和农机安全监督方面;究其原因,则有客观和主观两个层面。笔者有针对性的提出关注法律的修订和完善、健全完善农机化法规体系、加强执法监督等思路和对策。

In the implementation of Agriculturd Mechanization Promotion Act, there exist a number of difficulties and obstacles, mainly to promote scientific research in agricultural machinery, farm machinery management and farm machinery safety supervision. Reason for this, there are two levels of objective and subjective. The author makes some recommendations of targeted attention as to revise and perfect the law, to perfect the legal system of agricultural machinery, to strengthen supervision over law enforcement, and other ideas and measures.
