Information Efficiency Evaluation Based on Matter-Elements Model Analysis Method

根据信息作战需要,运用物元分析理论构造评估模型。对于评估指标体系中各指标的归一化问题,引入1～9标度法,将定性分析统一用定量数字约定。对于逆向指标,则取其倒数转化为正向指标。该评估由专家评分的方式得到二级指标的度量值,同时利用改进的层次分析法构造权重判断矩阵,最后计算一级指标关于评估对象的相对权重及二级指标关于一级指标的相对权重。

According to the need of information operation, establish the evaluating model using matter element analysis method. The 1-9 demarcation method is adopted to define qualitative analysis with quantitative figure for the normalization problem of each index in assessment index system, and translate converse index into direct index with its reciprocal. This evaluation gets the tolerance value of two level indexes by way of giving a mark by expert, at the same time structure weight judgment matrix uses improved AHP, finally calculate relative weight of the first level index about evaluation object and relative weight of two level index about the first level index.
