摘要
在流域水空间概念的基础上,提出流域水空间规划原则和规划程序以及管理原则和重点。通过规范流域水空间的规划管理,恢复和保护土地水文功能,实现水和土的联合管理。
The planning principle, planning procedure, management principle and focus of basin water space were suggested on the basis of the conception of water space. To achieve the joint management of water and soil, normalizing basin water space management, taking actions to restore and protect the hydrological function of corressponding soil, must be done.
