摘要
采用工程项目有无对比的方法,以湘江航运二期工程为例,探讨了水利电力工程环保投资费用与效益的综合分析方法.分析时将该工程枢纽电站的水力发电以无该项目时发电量相同的燃煤电厂的发电来代替.结果表明,该工程环保费用的现值为29114万元,获得的环境效益的现值为8584万元,费用效益之比为1∶295,工程具有很好的环境经济效益.
The method of contrasting the situation when a project being constructed with the situation when the project not being done was applied to comprehensively analyze the cost and benefit of environmental protection project for water conservancy and hydroelectric station project. The Xiangjiang river second phase navigational project was studied as a case. In the analysis, hydroelectric power generated by the key station of the project was replaced by power generated by coalfired power station with the similar generated energy. Results show that present value cost (PVC) for environmental protection of the project is 29.114 million RMB yuan and that present value benefit (PVB) for environmental protection of the project is 85.84 million RMB yuan. The ratio of PVC to PVB is about 1∶2.95. So the environmental economical benefit of the project is quite good.
