循环经济发展中资源价格机制的创新

The Innovation of Resource Price Mechanism in the Development of Circular Economy

资源价格的合理性是发展循环经济的前提,循环经济视角下的资源价格及其构成由资源的价值构成所决定。资源价格机制缺失,造成了中国自然资源价格偏低,且与再利用资源比价不合理,形成了循环经济发展的资源价格制度障碍。建议通过健全市场化的资源定价机制、完善资源价格形成机制、建立资源价值补偿机制等制度创新,建立能够反映市场供求关系、资源稀缺程度、环境损害成本和资源全部真实价值的资源价格机制,突破资源价格制度障碍,为循环经济的发展提供资源价格制度保障。

The rationality of resource price is the presupposition of the development of circular economy. Resource price and its construction from the perspective of circular economy are determined by value composition of resources. The lack of resource price mechanism lead to the low price of natural resources in China, and the unreasonable price parity of recycling resources make it a resource price system obstacle for the development of circular economy. The author suggests that we should make system innovations to set up a resource price mechanism which can reflect demand and supply relationships of the market, resource scarcity level, environmental damage cost, and the real value of resources. In this way, can we overcome the obstacles of resource price system and provide a foundation for the development of circular economy.
