分析了项目业主在施工招标阶段中面临的各种造价控制风险,提出了造价控制目标,以及编制工程预算与工程量清单、完善和优化设计、设置报价限值、拟定合理的招标方案、评标办法和合同条款等造价控制方法,并进行了实例验证。

Through venture analysis, this paper introduces the goals and methods to control construction cost during bidding phase. These methods include budget making, bill of quantities, optimizing drawing design, upper limit of tender price, rational bidding requirements, assessment measures, as well as conditions of contract. And an example is given as illustration at last.
