摘要
文章论述了水管单位目前产生困境的原因，并举出实例说明水管单位冲出困境的主要经验及今后把水管单位管理好、建设好的措施．
This paper stated the reason why the hydraulic management unit fall into dire straits at present and displied the example to introduce the main experience on how to extricate oneself from a difficult position for hydraulic management unit and management and construction measurement.
