Analysis of Risk Management Action of Agricultural Insurance Subjects

农业保险是分散农业风险和灾害补偿的有效方式,是WTO框架下的"绿箱"政策之一,已为许多发达国家所采用。农业保险主体(农户、保险机构、政府)风险管理行为对农业保险的影响,以及农业保险政策对农业保险主体行为的影响是相互作用的。借鉴国外在立法、政府补贴和推动、农业风险分散机制等方面的经验,我们应从以下三个方面来规范和诱导农业保险主体风险管理行为朝着有利于农业保险的方向发展:(1)政府推行农业保险的主要作为;(2)建立有效的风险分散机制;(3)选择规模化生产的地区进行重点试点。

Agricultural insurance has been proven to be an effective manner of shifting agricultural risk and disaster compensation. It is a kind of ＂Green Box＂ policies of WTO. It is adopted by many high-income countries to support the national agriculture. However, agricultural insurance has a checkered history. The pilot started from 1930s in China and had a bitter experience. In recent years, Chinese government began to care about the development of agricultural insurance. It is a great opportunity.
