摘要
欧盟27国领导人在2007年12月13日正式签署了《里斯本条约》,旨在取代此前因法荷全民公决失利而陷入危机的《欧盟宪法条约》,该条约应在所有成员国批准后于2009年1月1日即下次欧洲议会选举前生效。本文首先分析《里斯本条约》与现行《尼斯条约》,尤其是与《欧盟宪法条约》相比带来的新变化,然后探讨《里斯本条约》能否如欧盟政治精英所期望的那样,令欧盟决策更透明、民主和高效。
On the 13th of December 2007 EU heads of state and government signed the Treaty of Lisbon,which replaces the defunct EU Constitution rejected French and Dutch voters in 2005.The Treaty of Lisbon shall take effect in January 2009 after being ratified the 27 EU states.This article analyses the new changes in the Treaty of Lisbon in contrast with the Treaty of Nice and especially with the EU Constitution and discusses whether the Treaty of Lisbon can make the EU more transparent,more democratic and more efficient in decision-making as the EU elites are seeking.
