论国际金融反恐的现状与反思

Reflection on the Current Situation of International Financial Anti-Terrorism

作为反恐的重要手段之一,国际金融反恐有它存在的必要性和可行性。但是,几年来国际金融反恐的效果不尽如人意,其主要原因是所采用的某些手段与人权保障的基本理念相冲突,以及恐怖主义、恐怖组织产生原因的复杂性等。展望未来,各国应当理性地对待国际金融反恐,调整和完善相应措施,尽可能减少对公民权利与金融自由的限制。

As one of the vital means of anti-terrorism,international financial anti-terrorism is necessary and feasible.However,its effects in the past few years are not satisfactary.The main reason is that there is conflict between some measures taken in international financial anti-terrorism and the basic notions of human rights protection.Besides,the causes of terrorism and terrorist organizations are complicated.In the future,every country should adopt a rational attitude towards international financial anti-terrorism,and re-orient and perfect relative measures so as to reduce to the minimum restrictions on citizen's rights and financial freedom.
