从法律、法规的角度对农村弱势群体享有"就学机会公平"进行分析和探讨,认为教育的发展必须以公平为最高原则,倡导教育关怀,扶持边远贫困地区发展教育事业,实现教育公平。

Based on analysis and inquiry into ＂equal opportunity of the higher education＂ to the disadvantaged groups in rural areas from the viewpoint of law and regulation, the paper suggests that the top principal of educational development should be based on equality, educational concern, supporting the remote areas to carry out an educational equality.
