少数民族山区医疗保障制度的实证研究——以新型农村合作医疗制度为视角

An Empirical Study of the System of Medicare Security in Minority Mountain Area—— A Viewpoint Based On The New-Brand Rural Collaborative Medicare

健全农村医疗保障制度,实施新型农村合作医疗是建设社会主义新农村,构建社会主义和谐社会的重要举措,而在少数民族山区实施新型合作医疗尤为重要,但少数民族也有自己的特点和特性,该制度有自己的局限和缺陷。因此,从制度、立法、模式等方面进行创新,探索出适合少数民族山区医疗保障的新思路,缓解看病难、求医难等的问题,是完善医疗保障制度的当务之急。

Perfecting the rural medical care system and implementing the new rural collaborative medical care are the significant measures to construct a harmonious society, this is particularly important in minority mountain area, but due to their own traits, this system is subject to its own limitations. Therefore, the priority to perfect the system is to innovate in terms of system, legislation and mode, explore a new way available for medical care system in minority mountain area, relieve the long-term and practical difficulties to see doctors.
