An Analysis of the Implementation Approaches of the Economic Autonomy in Minority Autonomous Regions

民族自治地方经济自治权是一种由国家授予的不完全自治的权力,其落实要求中央及上级国家机关与自治机关之间系统协调、各司其职。因此实施途径为:前者要通过提高观念认识、搞好配套立法和加强监督检查等措施来做到尽职尽责;后者要拿出主动实干精神,做好调研工作,改变陈旧思想,从而更多地采取主动立法形式来行使经济自治权。

The economic autonomy in Minority autonomous regions is not a full self-government power that is granted by the State. For its implementation, it requires that the coordination is systemic between the central government and the state organs at higher levels and organs of autonomous government, and it also requests that they performs their functions by themselves. Therefore, its implementation approaches are as follows. The former must ensure that they achieve their work dutifully through these measures such as improving the understanding of their concept, developing a set of complete laws and strengthening the supervision and inspection in their duty. The latter should take the initiative and solid spirit, and complete the work of investigation and study, at the same time change the outdated thinking as well, so that they can adopt the forms of initiative legislation to exercise their economic autonomy.
