论行政救助制度的发展与完善

On the Development and Perfection of Administrative Rescuing System

随着社会经济的发展和服务行政的兴起,以国家和政府为责任主体的行政救助制度已成为现代国家保障公民权利、实现社会正义的一项重要法律机制。对此,行政法应当积极回应现实的需要,拓展传统行政救助的内涵,进一步完善行政救助立法体系以及相关配套制度的建设,建立城乡一体化的救助体制。

With the rise of economic development and service administration, the rescuing system mainly sponsored by government has become an important legal mechanism to ensure civilian rights and realise socialism justice. Thus, to face the reality, the administration law should extend its traditional intension of administrative rescuing and perfect legislation of administrative rescuing and construct relevant system and set up rescuing system all in urban and rural area.
