This paper uses flat-level structure to organize the theory. It expounds the setting problem of the management department in the reunited middle vocational education schools after combing country＇s vocational education sources. And according to the idea of ＂people are the basic＂, it raises up the ways and means about how to manage the school after combining the education sources.
