水资源开发利用的生态制约指标体系初探

Preliminary analysis of ecological restraint index system for water resources development and utilization

以长江流域为对象,通过分析不同水资源开发利用方式的生态与环境制约因素,识别制约因子,并提出建立指标体系的理论和方法,将水资源开发利用的生态制约因素以更直观和具体的方式体现,对于协调水资源开发利用与生态环境保护的关系,维系流域优良生态和河流健康具有重要的理论和实践意义。生态制约指标体系建立之后,还须选取流域内具有代表性的工程进行实例研究,逐渐完善指标体系,为水资源保护管理提供有力的技术支撑。

Taking the Yangtze basin as research objective,through analyzing and identifying the ecological and environmental restraint factors for different water resources development and utilization ways,the theory and method of setting up index system are put forward,more visual and concrete representation of ecological and environmental restraint factors in water resources development possess important and practical significance for coordinating the relation between water resources development and ecological environment protection,maintaining favourable basin ecological and healthy river.After setting up of ecological restraint index system,the representative project should be selected to conduct practical research for the index system perfection to provide technological support for water resources protection.
