哲学视野下中国公共行政的理性思考——价值理性与工具理性的冲突与调适

The Philosophical Analysis of the Chinese Public Administration——Conflicts and Adjusting of Value reason and Tool Reason

本文通过探讨中西方在公共行政领域内价值理性与工具理性取向的分野,论述了公共行政中国本土化过程中价值理性所推荐的正义、信念、道德与工具理性所推荐的效率、责任,以及法律在公共行政中的冲突与表现。提出了公共行政价值理性的重塑,公共行政工具理性归位的建议,通过公共行政道德化的途径达到解决中国公共行政中价值理性与工具理性的冲突,实现二者的调适整合。

This paper probes into the conflicts and the adjusting of justice, faith and morals advocated by the value reason and efficiency, responsibility and the law recommended by the tool reason in public administration. It points out the need for the reinventing of the value reason and the rational playback of the tool reason to solve the conflicts between the two and therefore, to realize their entirety through the moralization of the pubic administration.
