义务教育均衡发展与财政支出规模分析

Analysis on the Balanced Development of Compulsory Education and the Model of Finance Expenditure

实现义务教育均衡发展需要均衡办学条件和师资水平、充足的教育经费、政府强有力的财政支持。本文从加大义务教育财政支出规模的可行性与必然性入手,分析义务教育财政支出规模的现状及取得的成绩,提出推进义务教育均衡发展必须进一步加大财政支出规模的政策建议。

The balance development of compulsory education needs balanced support for school-running and proper allocation of teacher resource, as well as adequate capital, at all; it needs strong finance support from the government. This paper analyzes the feasibility and inevitability of enlarging the scale of finance expenditure on compulsory education, and retrospects the current situation of compulsory education finance expenditure. At last this paper suggest that in order to ensure the compulsory education balanced development, the government must keep on enlarging the finance support for compulsory education.
