当前,我国进行公务员养老保险制度改革的时机已经成熟,迫切需要一套适合我国国情的公务员养老保险制度理论和具体的制度建议。鉴于改革的目标是建立一个多层次的养老保险体系,必须在改革过程中,加强对退休、工资福利以及法律等制度的配套改革,同时与企事业单位养老保险制度相衔接。这是我国公务员养老保险制度改革的关键。

At present, it＇s the right time for the reform of China＇s pension insurance system of civil servants and there is an urgent demand for the theory and suggestion suitable for China＇s conditions about it. As the objective of the reform is based on a multi-level pension insurance system, it＇s necessary to strengthen the coordi- nated forms of retirement, benefits and legal system, and meanwhile join with the pension insurance system of enterprises and institutions. This is the key to the reform of pension insurance system of civil servants in China.
