摘要
在我国,金融混业经营和建立多层次的资本市场将成为发展方向。在此背景下,政策性金融改革的目标是形成金融专业化基础上的金融综合经营和金融控股公司运作。这需要我们从理论上重新审视政策性金融的功能作用,从组织机构上提高政策性金融整合资源的能力,从市场运作上调控政策性资金与资本市场的互动关系和作用机理。
Abstract： In China, the evolution of mixed financial operation and multi-level capital market will make progress gradually. Then, the aim of policy finance reform will take the form of mixed business model and financial holding company model under this background, It will be helpful to re-examine the function of policy finance in theory, to raise the ability of integrating the financial resources in organizational system, to regulate the interactive relationship between policy finance and capital market in market mechanism.
