烟叶产业化经营新模式运行效果评价

Evaluation on the new operation model of tobacco industrialization

【目的】评价烟叶产业化经营新模式"公司+技术员+烟农"的实际运行效果,验证烟农对新模式改善烟叶产业化经营的总体感知。【方法】综合考虑业内专家、公司管理者、烟叶技术员与烟叶种植大户代表、烟叶种植散户代表的讨论结果,结合烟农的实际建立包括经营规模指标、一体化指标、效益指标、组织服务指标、科技进步指标等5类2级指标及16个3级指标的烟叶产业化评价指标体系,并通过对山东省安邱市烟农的问卷调查,采用模糊评价法对原始数据进行了统计处理。【结果】新模式的综合评价值为3.122,介于"很高"与"高"之间,表明新模式对安邱市烟叶产业化经营有显著的改善效果,组织化程度、管理效率、技术服务、烟农效益等得到明显提高,但在技术员素质提升、烟农的投入方向、公司与烟农利益关系调整等方面仍需做进一步改进。【结论】烟叶生产的专用性决定了其产业化经营不能简单套用一般农产品的组织模式,而进一步发展与烟叶生产特性相适宜的"公司+技术员+烟农"新模式的前提,是从烟农的视角建立评价指标体系,合理、准确地反映烟农对新模式改善烟叶产业化经营的总体效果,判断新模式在运行中存在问题的根源,从而为各级管理部门提供政策改进的指导依据。

[Objective] The study evaluated the actual operation of new mode that called ＂company＋ technician＋tobacco farmers＂ of industrialization management of tobacco farmers and improving of industrialization management of tobacco production. [Method] Considering the discussion conclusion of the industry experts,corporate managers, technicians and large tobacco household representatives an evaluation index system including was established and through questioning the Anqiu City in Shandong Province farmer, fuzzy evaluation of the original data statistics was done. [Result] The new model for comprehensive evaluation value was 3. 122,between ＂higher＂ and ＂high＂ and the results show the new model had a great effect on operating industrialization in Anqiu city. It improved a lot in degree of organization, efficiency of management and benefit of tobacco farmers,but some of them still needed further improvement such as the technician＇s diathesis,the investment to tobacco farmers and the benefit between company and farmers. [Conclusion] The special use of tobacco production decided that it could not simply copy the organizational model for its industrial management of agriculture in general. The paper advanced the further development and production of tobacco with appropriate ＂company＋technicians＋tobacco farmers＂ and this new industry model is the prerequisite for establishment of index evaluation from farmers＇ perspective. If it is used reasonably and accuratly,it should afford basic policy management departments at all levels.
