The author analyses the factors that affect the development of institutional repositories in views of culture and laws. The author points out that the traditional academic evaluation and subject cultural traditions constitute the major culture factor. The key factor of the laws causes is the copyright contracts that the authors sign with the publishers when they approve to publish the papers in the journals. Furthermore, the author explains the factors on the basis of relevant investigation data. Finally, the major fields--breaking through the restrieted factors -- that needed to focus on are involved on the mad of development of institutional repositories in the future.
