摘要
文章以合理分担海洋灾害风险为原则,结合现实,通过构建层级型的海洋灾害损失补偿组合制度,优化灾后渔民补偿性收入,实现其相对稳定性和补偿过程的有序性。
The article in a reasonable risk-sharing principle of ocean disasters, with reality, constructed the hierarchy marine disaster losses compensation system, and optimisted compensatory revenue of fishermen after the ocean disasters, in order to achieve its relative stability and the orderly process of Compensation.
