This paper illustrated the characteristics of rural（fishing village） public product in rural（fishing village） vocational education, the current status quo and the significance of vocational education in new rural （fishing village） construction. Based on the theory of public product supply, the paper put its emphasis on the measures to enforce rural （fishing village） vocational education, including government investment, market mechanism and education insurance.
