Regime legitimacy is the premise rule for our party to govern effectively, ＂Governing for the people＂shows that the public recognize our party＇s ruling power, ＂governing for the people＂ is the theoretical construction of the political legitimacy in the process of political modernization. ＂Administration according to law＂ is the system arrangement and the ultimate end result of ＂governing for the people＂.
