摘要
地方财政风险预警是指在地方财政运行过程中对各项财政活动进行监督和监测,在地方财政风险到一定程度时发出警报。地方财政部门可据此查找警源并进行有效的控制,使财政风险降低到比较安全的程度。建立和完善地方财政风险的预警体系,可以减少地方财政风险,避免地方财政危机的爆发。
The establishment and improvement of local financial risk early warning system can reduce the local fiscal risks, to avoid the outbreak of the local financial crisis.
