Problems and countermeasures on accelerating townization in China

城镇化进程大体上遵循诺瑟姆(Ray M.Northam)S曲线,在我国城镇化建设过程中,面临着诸多的不利因素,如农民收入少、农村人口多、工业化水平低、二元经济社会结构的约束及城镇体系不发育等;分析了阻碍城镇化进程的各种因素,提出了相应的对策;加快城镇化建设既要从根本着手,提高农业科技水平,增加农民收入,又要发展乡镇企业,为农民工提供更多的就业机会,还要不断地完善城镇体系,从城镇基础设施、法制法规、政策等软环境上为城镇化建设做好铺垫。

Townization course goes by Ray M.Northam S Curve. Townization construction faces many unfavorable factors, such as poor income of peasants, overpopulation in rural, low industrialization, all-structure of economy and society and undeveloped town system, etc, This paper analyses various unfavorable factors that restrain townization, and puts forward countermeasures, we should upgrade agriculture scientifically and technically, increase peasants＇ income, and develop industry in county for more work places. What＇ s more, we should improve town system continuously so as to get satisfactory soft circumstances in sub-installation, legislations and polices.
