从可持续发展观点出发,针对水价偏低的历史现象,分析了现代水价的构成要素,对水价形成机制的基本理论依据和方法进行了初步探讨,通过哈尔滨城市供水系统的水价与成本分析的实例研究,提出了关于建立合理水价机制,促进水资源保护和合理利用的对策及建议。

From the viewpoint of sustainable development, aiming at the history phenomena of lower price of water, the text analyses constituent of modem water price, and discusses elementarily the basic theory reference and method of form mechanism of water price. Through instance analysis of water price and cost of waterworks in Harbin, the text puts forward countermeasures and advices on establishing reasonable mechanism of water price and promoting protect and utilization in reason of water resource.
