摘要
2006年春季，国家率先在西部农村地区实行了免收学杂费的义务教育。但整个国家的义务教育资源分配并不均衡，有鉴于康德尔民族主义的比较教育理论，我们须推动义务教育向均衡性方向发展，构建具有中国特色的义务教育体系。
Our country has carried out tuition free policy for compulsory education in the western rural areas since the spring of 2006. But the compulsory education resources is not balanced in the whole country, in view of the comparative education thought of Isaac Leon Kandel＇s nationalism, we should drive the compulsory education to be balance, and construct the compulsory education system with Chinese characteristics.
