黑龙江省生态省建设成效的定量分析与评价

Quantitative Analysis and Evaluation of Ecological Construction of Heilongjiang Province

根据国家颁布的生态省(市)建设评价指标体系,运用层次分析法(AHP法)对黑龙江省生态省建设进行了分析和评价,以此获得生态省建设中主要指标建设情况、完成程度的排序。结果表明:黑龙江省生态省建设在总体建设指标上取得了较大的进展,但是仍然处于初期建设水平阶段;从单项建设指标看,环境保护和社会发展两个方面进步明显,但在经济发展方面仍然处于相对落后的位置;从省内各地区建设情况看,发展不平衡,建设水平差距较大。

The ecological province construction of Heilongjiang was analysed and evaluated by the method of analytic hierarchy process according to the evaluation index system for ecological province （city） construction promulgated by the nation. Thereby, the orders of the construction situation and the completion degree of the main indexes for ecological province construction were obtained. Results show that Heilongjiang Province has made great progress in the general construction indexes, but the construction is still at the primary level. Great progress in environmental protection and social development has been made, but economic development still fails behind. The development of different regions in Heilongjiang Province is imbalance and there is a large gap in construction level among different regions.
