从政治冲突，经济利益冲突、心理冲突等三个层面，论述了技术转让过程产生障碍的动因，以及调整这些障碍的思路与对策．
From the coherence of three conflicts of the politics, economical interest and psychology, the article discusses the causes of the bostacles and adjustment to the technology transference.
