Bring up Professional Entrepreneur by Establishing Stimulating and Restrictive Environment

依据对国外企业家激励与约束机制的借鉴，针对我国实际，构想了我国企业家激励与约束机制形成的基础，即双重激励和双重约束，并提出建立激励与约束机制的有关举措．

After analyzing environment in which entrepreneurs are stimulated and restricted in some other countries.for China′s practical condition, this paper designs principle that can better the environment as follow: two-tier stimulating and two-tier restriciting. Then, methods and ways to establish the environment are approached.
