电力工业实施SO_2排污权交易的必要性和障碍分析

Analysis on the Necessity and Obstacles in Implementation of SO_2 Emission Trading in the Power Industry

排污权交易是一种以市场手段实现环境资源优化配置的管理手段。与排污收费制度相比,在我国电力工业实施排污权交易,能够以较低的成本实现污染物排放总量控制目标,可以缓解电力发展和环境保护的矛盾。因此,十分有必要在电力工业实施排污权交易。但是目前我国的污染物排放总量控制政策还有待完善,排污权交易管理系统也没有建立,属地管理的原则也不利于排污权跨省交易。针对这些障碍,提出了相应的政策建议。

Emission trading is a managerial tool to optimize the usage of environmental resources with market arrangements. Compared with the existing charging system of pollution, implementation of emission trading in the power sector of China can not only achieve its goal to keep the total emission cap at lower costs but also abate the contradiction between the development in power industry and environment protection. Therefore, it is necessary to implement emission trading in power sector. However, since China＇s policies regarding total emission capping needs to be improved, the management system of emission trading has not been established, and the localization administration policy is not compatible with emission trading among provinces, proposals are put forward addressing to these problems.
