The Development of Multiparty Cooperation Theory Under the Third Generation Central Collective Leadership

中共第三代中央领导集体善于开拓创新,通过全国人民代表大会把共产党领导的多党合作制写入宪法上升为国家的意志。1989年12月,制定了《中共中央关于坚持和完善中国共产党领导的多党合作和政治协商制度的意见》,使共产党领导的多党合作制走向制度化,首次肯定了民主党派的参政党地位,拓展了共产党领导的多党合作制的领域,完善了政治协商、参政议政和民主监督机制;使新时期多党合作取得了新的进展和显著成效。

The third generation of central collective leadership of the CPC made a bold innovation and the system of multiparty cooperation was explicitly stated in the Constitution of PRC under the approval of NPC. On Insisting and Improving the System of multiparty cooperation and political consultation under the leadership of CPC was issued in December, 1989 ,which made the system of multiparty cooperation institutionalized. The significant document affirms that democratic parties are the participants of government and political affairs for the first time. While the scope of multiparty cooperation is constantly expanded, the mechanism of political consultation, participation in government affairs and democratic supervision is being perfected. In a word, the multiparty cooperation makes an obvious progress in the new stage.
