对加强人大建设与推进民主立法的几点思考

Thoughts About Strengthening the Contruction of the People's Congress and Improving Democratic Legislation

民主立法是现代民主政治的重要内容。党的十七大报告明确指出"要坚持科学立法、民主立法,完善中国特色社会主义法律体系",这意味着推进民主立法是完善中国特色社会主义法律体系不可缺少的前提条件。推进民主立法有多种形式和途径,但加强人民代表大会自身建设是推进我国民主立法的关键,本文即从完善人大常委会职能、优化人大代表结构、提高人大代表素质三个方面对此作具体阐述。

Democratic legislation is the important content of morden democratic politics. The report of the 17th National Congress of the Communist Party of China points out “We should stick to scientific legislation ,democratic legislation and improve Chinese characteristic socialist law system” ,which means that improving democratic legislation is the necessary premise condition of improving Chinese characteristic socialist law system .There are many forms and ways to improve democratic legislation, but strengthing the self building of the People＇ s Congress is the key to improving our Chinese democratic legislation. This paper discusses how to improve the function of standing committee,the structure and quality of the deputy to the People＇ s Congress.
