三峡库区移民后期扶持发展研究

Study on the Supporting Development of Three Gorges Reservoir Resettlement at the Later Stage

经过十多年来的移民搬迁,"移得出"的阶段性任务已经基本完成,移民工作的中心已经转移到"稳得住、逐渐能致富"的战略目标上。如何实现这一重大工作重心的转移,是破解世界级难题的关键所在,也是面临的又一新挑战,具有攻坚性、全局性的战略意义和作用。由于库区"人多地少"矛盾的突出、经济发展的滞后、城镇移民整体素质的偏低、后扶完善的运作机制的缺失等一系列问题严重地困扰着库区移民安稳致富和库区和谐。针对这些突出问题,提出了一系列移民安置后期扶持工作宏观性政策建议。

Over the past ten years＇ relocation of the migrants, phasic task has almost been finished. The focus of resettlement work has already been transferred to the strategic aim of “going steady and gradually becoming better off”. How to realize the transfer of the focus of the work is the key of solving the problem of resettlement, and it is a big challenge having overall significance. By way of analyzing the problems of “vast population and limited farmland” in Three Gorges reservoir area, backward economy, the low level of the overall quality of the migrants etc. which severely hinder the harmonious development there, this thesis will give a series of macro suggestions for the task of supporting the resettlement at the later stage in Three Gorges reservoir area.
