国外资源枯竭型城市社会稳定问题研究——以闭矿裁员后政府应对措施为中心

由于单纯依靠市场机制已经无法对应资源枯竭型城市的闭矿裁员所引发的特定地区、特定产业的大量失业等社会问题,所以,无论是发达国家还是转型国家的政府都采取了相应的政策措施。国外的经验和教训表明,缩短两种类型的时间差和处理好四组矛盾是提高各种措施的关键所在。
