摘要
本文论述了地勘单位实行承包经营责任制的必要性,分析了造成地勘单位承包经营责任制在实施过程中存在的分配不公、责权利关系不对等和短期行为等问题的原因,并提出对策。文中指出,科学地确定承包基数,不仅要考虑资产占用和“经营优势”的影响,而且要考虑物价因素、资产增值因素及预算内地质工作、地质市场和多种经营三部分收入大小的不同;短期行为只能弱化,难以消除,因此,可采用适当延长承包期,承包试用期制,严格承包经营审计及加强对承包人的监督与考核等办法来实现;对地质工作的风险进行分析,理顺价格关系,建立完善的地质成果市场,提高折旧率及大修理提取率,对大型精密仪器等提折旧,以解决责权利关系不对等问题。而要彻底解决短期行为和责权利关系不对等问题,可以试行股份制。
This paper discusses the necessity that geological and pros- petting units carry the contractual responsibility system into effect.It analyses the reasons that arise the shortages of contr- actual responsibility system of geological and prospecting units in practice,which are the unfair distrbution in income,the short- term actions and the unequal responsibility power benefit.It points out that the method of determining the contractual targets rationally must cons der not only the effect of the“business ad- vantages”,but also the effect of the price and proliferation of the property,and the effect of the different income of the inner budget geological work,the geological market and multibusiness.Besi- des,it is necessary to introduce the competitive mechanism.The short-term actions can only be weakened,but can hardly be re- moved.We may prolong the contractual probation period and audit the contractual business and enforce the supervision and exami- nation to the contractor.For resolving the problem of unequal responsibility-power-benefit,we must analysis the risk of the geological work,readjust the relation between the prices,perfect geological reports market,raise the rate of the depreciation and major overhaul.Further more the share system may be introduced.
