新北京城市总体规划方案中的宏观经济问题研究

Economic Work and Research on Economic Problems in New Beijing Urban Master Plan

城市规划是一门科学,是专门研究城市建设用地空间布局艺术的一门科学。自古至今,城市规划在城市的建设发展中,始终处于龙头地位,规范并驾驭城市建设的全局和全过程。建国以来,新北京城市规划的核心成果,或者代表作,就是城市规划的总体规划方案,为了确保新北京城市总体规划方案的科学性,从20世纪50年代开始,对宏观经济问题开展了大量的研究工作,经党中央、国务院批准,新北京共颁布实施了5个反映不同历史时期新北京政治、经济、社会、文化发展的城市总体规划方案,这些方案的编制完成,都包含了大量的经济工作与宏观经济问题研究的成果,从而确保了方案的权威性和科学性。

Urban planning is a science. It is a science of art on spatial distribution of land for urban construction use. In all ages, in the construction and development of a city, the urban planning has always been in leading place. It standardizes and reins the whole situation and process of urban construction. During the 58 years since the founding of our country, the core achievement of new Beijing urban planning or the magnum opus is the urban master plan. In order to ensure its scientific nature, since 1950s, the authority institution of new Beijing urban plan, Beijing Municipal Commission of Urban Planning, has determined the core and fundamental status of the economic work and research on economic problems in the master plan. It established special economic research institution, and disposed relevant urban planning economic talent. From that time on till the early of this century, authorized by CPC Central Committee and the State Council, new Beijing totally issued and implemented five urban master plans reflecting the development of politics, economy, society and culture of new Beijing in different stages. These plans contain great amount of achievement in economic work and research on economic problems, so that the authority and scientific nature can be ensured.
