随着科学技术和社会经济的不断发展,高等教育与社会发展结合更加紧密,出现了为生产领域培养各种一线技术人才的以技术教育为主体的应用性高等教育,与原有以工程教育为主体的应用性高等教育并存,使应用性高等教育的范畴大为延伸。培养"应用性人才"、发展"应用性教育"是高等教育的历史使命,这一使命为"应用型大学"的产生提供了良好的平台和基础。"应用型大学"是对中国高等学校分类方式的一种突破和创新,以人才培养类型和层次作为学校分类的主要依据,将高校分为学术型大学、应用型大学和高等职业院校,改变了原有分类方式导致的类型定位重学术、层次定位层层攀高、学科定位综合求全的局面。应用型大学是新建地方大学众多选择中的现实选择,北京联合大学在建设应用型大学的实践和理论研究过程中,逐步明确了应用型大学的发展之路。
